Abstract

The Sustainable Development Goals (SDGs) are a universal call to action to end poverty, protect the planet, and ensure peace and prosperity for all. In Latin America, where poverty and inequality are widespread, the SDGs are of critical importance. Despite political commitments from governments across the region, progress toward achieving the SDGs has been uneven. This research paper seeks to map the political commitment to the SDGs in Latin America and assess how much it has translated into action. The paper employs a mixed-methods approach, combining a qualitative analysis of policy documents and political statements with a quantitative assessment of progress toward the SDGs at the country level.

The study’s objectives are to identify the factors contributing to political commitment towards the SDGs in the region and provide a comprehensive assessment of progress towards the SDGs in each Latin American country. The study’s scope is limited to analyzing national-level policies and initiatives and does not include a detailed examination of local-level efforts. The study’s limitations include potential gaps in data availability and reliability, as well as the inherent subjectivity of the qualitative analysis. Overall, the study aims to contribute to understanding the factors that drive political commitment to the SDGs in Latin America and inform future efforts toward achieving the goals.

Introduction

A. Background and context of the study

The United Nations adopted the Sustainable Development Goals (SDGs) in 2015 as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity by 2030. The SDGs are a set of 17 goals and 169 targets covering a wide range of economic, social, and environmental issues. Latin America is a region that has made significant progress in reducing poverty and improving social outcomes, but it still faces substantial challenges in achieving the SDGs. Despite the commitment of governments and other actors in the region, progress toward achieving the SDGs has been slow and uneven.

B. Significance of the study

This research paper aims to assess the political commitment to the SDGs in Latin America, mapping the progress made toward achieving the goals and identifying the gaps that need to be addressed. The study is significant because it will provide a comprehensive assessment of the political environment for achieving the SDGs in Latin America, highlighting the existing challenges and opportunities. It will also provide insights into the factors influencing political commitment to the SDGs and help identify strategies for strengthening political will and mobilizing resources to achieve the SDGs.

C. Research questions

The research questions that guide this study are as follows:

To what extent are Latin American countries committed to achieving the SDGs, and how is this commitment reflected in national policies and development plans?

What are the main barriers and challenges to achieving the SDGs in Latin America, and how can they be overcome?

How can political commitment to the SDGs be strengthened in Latin America, and what strategies can be adopted to mobilize resources and accelerate progress toward the goals?

D. Objectives of the study

The objectives of this study are:

To assess the political commitment of Latin American countries to achieving the SDGs, mapping the progress made towards achieving the goals and identifying the gaps that need to be addressed.

To identify the main barriers and challenges to achieving the SDGs in Latin America and develop strategies for overcoming them.

To recommend strategies for strengthening political commitment to the SDGs in Latin America and mobilizing resources to accelerate progress toward the goals.

E. Scope and limitations of the study

This study will focus on the political commitment to the SDGs in Latin America, mapping the progress made toward achieving the goals and identifying the gaps that need to be addressed. The study will be based on a review of existing literature and data sources and will involve analysis of policy documents and development plans. The study will have some limitations, including the availability and quality of data and the fact that it will be limited to a review of existing literature and data sources. However, the study will provide valuable insights into the political environment for achieving the SDGs in Latin America and will help inform future policy and research in the area.

Literature Review

A. Sustainable Development Goals and their relevance to Latin America

The Sustainable Development Goals (SDGs) are 17 interconnected goals adopted by the United Nations in 2015 to guide global efforts toward sustainable development by 2030. The SDGs are highly relevant to Latin America, which is home to significant economic, social, and environmental challenges. Despite being a region of great diversity, Latin American countries share common challenges such as poverty, inequality, climate change, and biodiversity loss. The SDGs provide a framework for addressing these challenges in an integrated manner and promoting sustainable development in the region.

B. Political commitment to the SDGs and its importance for achieving sustainable development

Political commitment is essential for the successful implementation of the SDGs. Governments play a critical role in setting policies, mobilizing resources, and monitoring progress toward the SDGs. Theoretical Framework

B. Developing a framework for assessing political commitment to the SDGs in Latin America

   By incorporating these dimensions into the framework, it is possible to provide a comprehensive assessment of political commitment to the SDGs in Latin America.

   Methodology

   A. Research Design and Approach

   This study employs a mixed-methods research design, combining both qualitative and quantitative methods. The qualitative component involves a review of policy documents, reports, and other relevant materials to assess the extent of political commitment to the SDGs in Latin American countries. The quantitative component involves the development of an index to measure the level of political commitment to the SDGs in each country based on a set of indicators.

   B. Data Collection and Analysis Methods

   The data for this study will be collected from multiple sources, including policy documents, reports, and statistical databases. A systematic review of relevant literature will be conducted to identify indicators of political commitment to the SDGs.       • • Monitoring and evaluation: This variable will be measured using indicators that assess the extent to which countries have established monitoring and evaluation mechanisms to track progress toward the SDGs.

      Findings

      Conclusion and Recommendations

      This research aimed to assess Latin America’s political commitment to Sustainable Development Goals (SDGs) and identify the factors influencing such adherence. A framework was developed to assess political commitment to the SDGs in each country, and data was collected through surveys, interviews, and secondary sources. The findings revealed varying degrees of political commitment to the SDGs across the region, with some countries performing better than others.       Conduct further research: Researchers need to conduct further research to deepen the understanding of political commitment to the SDGs in Latin America. This includes examining the relationship between political commitment and sustainable development outcomes, as well as the impact of external factors such as global economic trends and political instability on political commitment.

      C. Limitations of the study and suggestions for future research

      This study has some limitations that need to be acknowledged. Firstly, the study only focused on assessing political commitment to the SDGs and did not examine the implementation of specific SDGs or targets. Secondly, the study only included a limited number of countries in Latin America, and the findings may not be generalizable to other regions. Finally, the study relied on self-reported data, which may be subject to biases.

      Future research by Advocacy Unified Network will consider addressing these limitations by conducting a more comprehensive analysis of the implementation of specific SDGs and targets, including a larger number of countries in Latin America, and conducting research country-wise using a mixed-methods approach to validate the findings. Moreover, future research can also explore the role of international cooperation and external factors in shaping political commitment to the SDGs in the region.
