However, several challenges remain, including a weak political environment that hampers the country’s ability to achieve sustainable development goals. This literature review aims to provide an overview of the existing literature on Peru’s political environment and its impact on the country’s sustainable development efforts.
A. Sustainable Development Goals and their relevance to Peru
The United Nations Sustainable Development Goals (SDGs) are a set of 17 goals aimed at achieving a sustainable future for all. These goals address a range of economic, social, and environmental issues, including poverty, hunger, health, education, gender equality, clean water and sanitation, affordable and clean energy, decent work and economic growth, innovation and infrastructure, reduced inequalities, sustainable cities and communities, responsible consumption and production, climate action, life below water, life on land, peace, justice, and strong institutions, and partnerships for the goals. Peru is one of the countries that has committed to achieving these goals by 2030.
B. Peru’s political environment and its impact on sustainable development
Peru’s political environment plays a crucial role in the country’s sustainable development efforts. The country has experienced significant political instability in recent years, which has hindered its progress toward achieving the SDGs. Corruption is a significant problem in Peru, with several recent high-profile scandals involving politicians and business leaders. This corruption has had a detrimental impact on Peru’s economy and has resulted in a lack of trust in the government and institutions. Furthermore, Peru’s political environment has also led to conflicts between the government and indigenous communities over land rights and natural resource extraction issues.
C. Success stories and challenges in achieving sustainable development in Peru
Peru has made significant progress toward achieving some of the SDGs. For example, the country has significantly reduced poverty and improved access to education and healthcare. However, there are also several challenges that the country faces in achieving sustainable development. One of the main challenges is the issue of income inequality, with significant disparities in income and wealth between urban and rural areas. Peru is also highly vulnerable to climate change, with melting glaciers, desertification, and natural disasters threatening the country’s economic and social stability.
D. Relevant policies and initiatives in Peru for sustainable development
Peru has implemented several policies and initiatives aimed at achieving sustainable development. These include the National Environmental Policy and the National Climate Change Strategy, which seek to promote sustainable development and reduce the country’s carbon footprint. The country has also implemented policies to reduce poverty, improve access to education and healthcare, and promote gender equality. Additionally, Peru has signed several international agreements, such as the Paris Agreement and the United Nations Framework Convention on Climate Change, demonstrating its commitment to sustainable development at the global level.

Finally, the study’s generalizability may be limited to Peru’s unique context and may not be applicable to other countries.
Overall, this methodology aims to provide a comprehensive and nuanced understanding of Peru’s political environment and its impact on sustainable development efforts.
Findings
Political instability and corruption are major barriers to achieving sustainable development in Peru. According to the World Bank, Peru experienced an average of 16.8 political protests per month between January 2017 and June 2021, indicating significant political instability. Various issues, including environmental concerns, labor rights, and social justice, have driven these protests. Political instability can lead to changes in policy priorities and a lack of continuity in sustainable development efforts. Corruption is also a significant challenge in Peru, with the country ranking 94th out of 180 countries surveyed in Transparency International’s Corruption Perceptions Index 2021. Corruption undermines public trust in government and can divert resources away from sustainable development projects.
Powerful interest groups, including extractive industries, agribusiness, and foreign investors, influence Peru’s political environment. These interest groups may have conflicting priorities with sustainable development goals, such as preserving biodiversity and protecting the rights of indigenous communities. For example, extractive industries have been responsible for significant environmental damage and social conflict in Peru, particularly in the Amazon region. According to Global Witness, Peru is one of the most dangerous countries in the world for environmental defenders, with 27 activists killed in 2020 alone.
The government of Peru has made some progress in addressing sustainable development challenges, including enacting laws to protect the environment and indigenous rights and promoting renewable energy development. For example, in 2020, the Peruvian government passed a law to protect the rights of indigenous peoples in voluntary isolation or initial contact, a significant step towards protecting the rights of vulnerable communities. The government has also set a goal of generating 60% of the country’s electricity from renewable sources by 2025, up from just 5% in 2010, according to the International Renewable Energy Agency. However, implementation and enforcement of these laws can be weak, and there is a lack of political will to address systemic issues such as corruption and inequality.
Civil society organizations and grassroots movements have played an essential role in advocating for sustainable development in Peru, particularly in defending the rights of indigenous communities and protecting the environment. However, these groups face challenges, including limited resources, threats and violence from powerful interests, and a lack of political support. According to the International Institute for Environment and Development, indigenous communities in Peru who were granted collective land titles had higher well-being and biodiversity conservation levels than those without land titles. This suggests that supporting the rights of indigenous communities is an important strategy for promoting sustainable development in Peru.
A. Overview of Peru’s Political Environment for achieving sustainable development goals
Peru is a country in South America that has been striving to achieve sustainable development goals (SDGs) since its introduction in 2015. Peru’s political environment plays a crucial role in determining the country’s progress toward achieving these goals. The government of Peru has recognized the importance of SDGs. It has incorporated them into its national development plan, designed to achieve economic growth and reduce poverty while protecting the environment.
B. Assessment of Peru’s progress toward achieving sustainable development goals
Peru has made significant progress toward achieving SDGs in recent years. The country has made notable progress in reducing poverty and improving access to education and healthcare. According to the United Nations Development Programme (UNDP), Peru’s human development index (HDI) increased by 0.6% from 2017 to 2018, placing the country in the high human development category. Additionally, Peru has made progress in achieving environmental sustainability, particularly in the areas of forest conservation and renewable energy.
C. Identification of challenges and opportunities in achieving sustainable development in Peru
Despite the progress made, Peru still faces numerous challenges in achieving SDGs. One of the most significant challenges is the country’s vulnerability to natural disasters, particularly in coastal regions where the population is concentrated. Climate change exacerbates this vulnerability, as it increases the frequency and intensity of natural disasters. Additionally, the country still struggles with inequality, particularly in rural areas with high poverty rates. These challenges require innovative and sustainable solutions to address the root causes of poverty and environmental degradation.
Peru also has numerous opportunities for sustainable development. The country is rich in natural resources, including minerals, forests, and water, which can be sustainably managed to support economic growth while also protecting the environment. Peru’s government has recognized the importance of sustainable development. It has taken steps to promote it, including through the implementation of sustainable forestry practices and the development of renewable energy sources.
D. Analysis of the relationship between the political environment and sustainable development in Peru
The political environment in Peru plays a critical role in determining the country’s progress toward achieving SDGs. Peru’s democratic system provides a platform for citizen engagement, which can help to promote sustainable development by ensuring that policies are designed to meet the needs of all citizens. Additionally, political stability is essential for sustainable development, as it enables the government to implement long-term policies that promote economic growth and environmental protection. However, Peru’s political environment also faces challenges, including corruption, which can undermine efforts to achieve SDGs. Addressing these challenges requires effective governance structures that promote transparency, accountability, and citizen participation.
Results
Based on the findings, it is clear that political instability and corruption are major obstacles to achieving sustainable development in Peru. Addressing these challenges will be critical to improving the country’s effectiveness and sustainability of sustainable development efforts. This could include measures such as increasing transparency and accountability, strengthening anti-corruption mechanisms, and promoting political stability through inclusive and participatory decision-making processes.
The influence of powerful interest groups on Peru’s political environment highlights the need for greater transparency and public participation in decision-making processes related to sustainable development. This could include measures such as increased access to information, public consultation, and accountability mechanisms. Promoting a more level playing field for stakeholders in sustainable development efforts could help ensure that the wider public’s priorities are considered in policy decisions.
Strengthening the capacity of government institutions responsible for sustainable development, including the Ministry of the Environment and the Ministry of Energy and Mines, will be critical to ensuring the effective implementation and enforcement of laws related to sustainable development. This could include measures such as training and capacity building, resource allocation,
Assessing Peru’s Political Environment
Peru has a presidential representative democratic republic with a multi-party system. The country’s political system is based on the 1993 constitution, which provides for a separation of powers between the executive, legislative, and judicial branches of government. The president is both the head of state and government and is elected for a term of five years. The Congress of the Republic is responsible for making laws, approving the budget, and overseeing the executive branch.
Despite progress in recent years, several challenges in Peru’s political environment still need to be addressed. One of the main challenges is corruption, which is pervasive in many government institutions. Corruption undermines the government’s ability to provide public services and allocate resources effectively. According to Transparency International’s Corruption Perceptions Index, Peru’s score was 38 out of 100 in 2020, indicating a significant level of corruption in the country.
Another challenge is the quality of public services, particularly in rural areas. Many rural communities lack access to essential clean water, sanitation, and healthcare services. This lack of access to basic services contributes to poverty and inequality in the country.
Finally, there is a lack of transparency and accountability in many government institutions. This undermines public trust in government and makes it difficult for citizens to hold elected officials accountable for their actions.
Opportunities for Sustainable Development
Despite these challenges, Peru has several opportunities to achieve sustainable development. One such opportunity is the country’s natural resource wealth. Peru has significant reserves of minerals, including copper, gold, and silver. These resources provide an opportunity for economic growth and development if they are managed effectively and sustainably.
Another opportunity is Peru’s growing middle class. As more people move into the middle class, there is a greater demand for services and products that promote sustainable development, such as renewable energy, eco-friendly products, and sustainable tourism.
Discussion
A. Interpretation of the findings
The findings of this study highlight the significant role that the political environment plays in achieving sustainable development goals in Peru. The country has made substantial progress in certain areas, such as reducing poverty and increasing access to essential services. However, significant challenges still need to be addressed, such as the high level of inequality and environmental degradation.
B. Comparison with previous studies and research
Previous studies have also emphasized the importance of the political environment in achieving sustainable development goals in Peru. For example, a study by the United Nations Development Programme (UNDP) found that political instability and corruption were significant obstacles to sustainable development in the country. Another Inter-American Development Bank (IDB) study emphasized the need for strong institutions and effective governance to promote sustainable development.
C. Implications for policy and practice:
The findings of this study have several implications for policy and practice in Peru. Firstly, there is a need for stronger political institutions and more effective governance to address the challenges of sustainable development. This includes addressing issues such as corruption, political instability, and the weak rule of law. Secondly, there is a need for a more integrated approach to sustainable development that takes into account social, economic, and environmental factors. This could include policies such as promoting renewable energy, protecting biodiversity, and investing in education and health. Finally, there is a need for greater public participation in decision-making processes related to sustainable development, including consultation with indigenous communities and other marginalized groups.
Overall, this study suggests that achieving sustainable development in Peru requires a comprehensive and coordinated approach that involves government, civil society, and the private sector. It is important to address the root causes of environmental degradation, inequality, and poverty while promoting sustainable economic growth and development that is inclusive and equitable for all.
Conclusion and Recommendations
Peru has made significant progress toward achieving Sustainable Development Goals, but several challenges still need to be addressed to achieve sustainable development. The country’s political environment presents challenges such as corruption, poor quality of public services, and lack of transparency and accountability. However, there are also opportunities for sustainable development, such as the country’s natural resource wealth and growing middle class.
To achieve the SDGs, Peru must address the challenges in its political environment while taking advantage of the opportunities available. This can be done through various measures, including strengthening government institutions’ transparency and accountability, improving public service quality, and promoting sustainable economic growth. Additionally, it is crucial to engage all stakeholders, including civil society organizations and private sector actors, in developing and implementing policies and strategies to achieve sustainable development.
Overall, assessing Peru’s political environment for achieving sustainable development goals highlights the importance of addressing governance challenges to promote sustainable development. With concerted efforts and effective policies, Peru can overcome its challenges and capitalize on its opportunities to achieve sustainable development for all.
